The Halifax Regional Municipality is looking for input from residents as we work to develop the municipality’s Housing Strategy. The Housing Strategy will set directions for how the municipality supports affordable housing options in communities. The purpose of this survey is to gather information on your knowledge, concerns and values when it comes to affordable housing.
If the Housing Strategy proposes changes to any municipal programs, there will be opportunities to provide feedback on specific programs or proposals.
The Housing Strategy is being delivered as part of the Housing Accelerator Fund Action Plan.
Background
Municipal Government
The Halifax Regional Municipality is responsible for land use planning within the municipality. Land use planning guides the development of land, infrastructure and services.
Provincial & Federal Governments
The Province of Nova Scotia is responsible for delivering public housing, housing programs and housing supports. The federal government supports housing through the Canada Mortgage and Housing Corporation (CMHC) and Build Canada Homes. 
The municipality supports affordable housing through various programs that have been established since 2018, including:
A Housing Needs Assessment was completed by the province for the Halifax Regional Municipality in 2023 (with a Qualitative Supplement completed by the municipality in 2025). The Housing Needs Assessment outlines current and anticipated housing conditions in the municipality.
