About this project

The North End Complete Streets Project (Phase 2) is now underway! We are planning upgrades to several streets in Halifax’s North End to make them safer and more welcoming for pedestrians, bicyclists, motorists and transit riders of all ages and abilities. This project focuses on improving sidewalks, pedestrian crossings, bikeways, and public spaces, while respecting the area’s history and identity. Public feedback will help shape the design, with engagement happening in late 2025 and early 2026.

The project will develop concept designs for approximately 4.8 km of streets south of Bloomfield Street, including Maynard, Creighton, Northwood, Fuller, Charles, Nora Bernard, Cunard and North streets.

This complete street initiative supports Regional Council’s Active Transportation Priorities Plan and Integrated Mobility Plan (IMP).

Phase 1 of the project was completed in summer 2021 on Leaman, Drummond and Isleville Streets, north of Duffus. Construction will continue in phased segments south on Isleville Street to Almon Street through to 2028. The construction segment on Isleville Street between Duffus and Young Streets was completed in 2024.


About the North End of Halifax

The North End of Halifax carries a deep history of resilience, creativity, and change. Its streets hold the memories of communities who have long built life here from the historic African Nova Scotian presence to waves of people who are new to Canada, contributing to the neighbourhood’s growing cultural legacy.

As housing and infrastructure evolve, the challenge is to design Complete Streets that respect history while shaping a future grounded in equity, accessibility, and environmental care. Complete Streets in this context are about belonging as much as mobility. Complete streets are connectors between generations, between small businesses and families, between the city’s vision and the lived experience of community members.

This engagement process recognizes that planning in the North End is not starting from scratch. It builds upon decades of organizing, advocacy, and lived leadership by residents who have continuously fought for space, safety, and recognition. Our role is to hold space for those voices to shape the next chapter.


What is a “Complete Street”?

Complete streets are roadways that are designed to be safe and comfortable for all users. This includes people walking, biking, taking transit or driving. They are intended to be accessible for people of varying ages and abilities.

This project is as much about improving mobility as it is about creating spaces where people feel they belong. Providing improved spaces where people can connect helps to create healthier and more vibrant communities. To that end, we are also looking at opportunities for placemaking, public amenities and green infrastructure to improve the look, feel and function of public spaces within the project area.


What is placemaking?

Creating vibrant, people-focused spaces that strengthen community connection and identity (e.g., public plazas, community murals - see image, left, below).


What are public amenities?

Shared facilities or services that improve quality of life for residents and visitors (e.g., seating, bike parking - see middle image, below).


What is green infrastructure?

Natural or nature-based systems that manage water, improve climate resilience, and support ecosystems (e.g., rain gardens, street trees - see image, right, below).
