Project status

The municipality has received technical studies and a revised proposal from the new landowner of West End Mall (PRIMARIS REIT) to move forward with planning for a portion of the West End Mall Future Growth Node (FGN). These materials are being reviewed by various internal and external agencies such as HRM transportation planning, parks and recreation, transit, and Halifax Water. Please note proposal materials are not final and are subject to review through the planning process.

The FGN area includes several separate lots owned by nine different landowners. While only one has submitted a redevelopment proposal to date, others have been invited to participate. FGNs are intended to be planned comprehensively to ensure coordinated and sustainable growth.

Under new ownership, the revised proposal focuses on the northwestern portion of the site, which includes commercial lands and the existing Mumford Transit Terminal. Key features of the proposal currently in review include:

  • Removal of existing buildings on the northwestern portion of the site;
  • Extension of Romans Avenue;
  • New at-grade transit terminal integrated within a podium;
  • 4 residential towers (up to 42 storeys) and 42 at-grade townhouse units;
  • Proposed community space within a residential podium;
  • Publicly accessible pedestrian pedway over Mumford Road;
  • A mix of residential and commercial uses; and
  • Approximately 1,386 new residential units.

Project outline and background

This revised scope is considerably different to the original proposal submitted by Cushman & Wakefield Asset Services, which envisioned a larger, long-term redevelopment of the Halifax Shopping Centre Annex which is the shopping mall property bounded by the CN Rail cut, Mumford Road and Leppert Street (map link). That earlier proposal included:

  • Removal of mall buildings;
  • Creation of new public streets and development blocks;
  • An underground transit terminal;
  • 15 residential towers (up to 90 metres in height);
  • A mix of residential and commercial uses;
  • Approximately 5,560 residential units.

On December 14, 2021 Regional Council initiated a process to amend the Regional Centre Secondary Planning Strategy (RCSMPS) and other applicable planning documents to develop a comprehensive neighbourhood plan for the West End Mall FGN. The FGN designation under the Regional Centre Plan is intended to support a comprehensive planning process needed to guide the development of mixed-use communities with supporting public infrastructure.


Plan and By-law context
The planning process will create new municipal planning policy and is taking place through the Future Growth Node Planning Process of the Regional Centre Secondary Municipal Planning Strategy (“Centre Plan”) This process is laid out in plan policies F-3, F-4, F-5 and F-6.

The planning process will address items that are needed for a new complete community through a neighbourhood plan for the entire area. This will include new roads, parks, pathways, housing mix, and any other amenities. Policies and regulations will be drafted to guide the phasing, use and form of development.
