Project background:

The Young Street Lands Future Growth Node (FGN) is approximately 11.8 hectares of underutilized lands in Halifax’s North End and is generally bordered by Young, Robie, Almon and Windsor streets. The FGN is part of a larger area that is being referred to as Young District. The FGN is strategically located next to planned rapid transit routes and is envisioned to be developed into a comprehensively planned, complete community with several thousand dwelling units.

While there are existing development agreement policies for the FGN, its implementation requires all property owners to participate in a single development agreement, which creates barriers for its development given the varied land ownership, including land owned by Canada Post and the Province of Nova Scotia. In addition, Halifax Regional Municipality (the municipality) is currently conducting an infrastructure plan for Young District that will guide the planning, development and construction of future transportation, water, wastewater, stormwater, power and communication infrastructure investments to support anticipated growth in the area.

Given this context, there is a need to update the FGN policies to better support its phased development by its varied property owners and enable significant new housing developments where such infrastructure investments are required through the Young District Infrastructure Plan. Public engagement - Phase 2:

The municipality has drafted proposed planning policies, land use regulations and built form regulations to guide future development in the Young Street Lands FGN. These draft policies and regulations have considered feedback obtained from the first phase of public engagement, as well as being informed through the continued work and findings of the Young District Infrastructure Plan. Feedback obtained from the first phase of public engagement can be found in the What We Heard Report (report coming soon).

The municipality is requesting the public’s feedback on the proposed planning policies, land use regulations and built form regulations drafted for the Young Street Lands FGN through a second phase of public engagement. Two landowners within the Young Street Lands FGN have also submitted development proposals that the public are able to provide feedback on. More details on these development proposals are provided under the Development Proposals section of this webpage.

This public engagement will be held at the following date, location and times:

Date: Wednesday, August 5, 2026
Location: Halifax Forum, Maritime Hall, 2901 Windsor St., Halifax (entrance on Almon Street)

Session one: 9 - 11:30 a.m.
Session two: 2 - 4:30 p.m.
Session three: 6:30 - 9 p.m.

The three sessions will provide the same information. The public engagement sessions will be drop-in style with display boards for the public to view. Municipal employees will be present at the sessions to collect feedback and discuss any clarification and/or concerns you may have. No presentation will be given during any of the sessions.

Development proposals:

Two separate landowners within the Young Street Lands FGN have submitted development proposals to be considered as part of the planning process for this project:

Monaghan Square South GP Limited:

The development will be situated on the former Mayflower Curling Club site (3000 Monaghan Drive, Halifax). The development is proposing a residential tower of 33-storeys with approximately 415 dwelling units. FS Industries Limited:

This development proposal encompasses three parcels within the FGN: 6080 Young Street, Halifax; 2854 Robie Street, Halifax and 6055 Almon Street, Halifax. The development proposes the following:

  • 11 towers ranging from 12 storeys up to 52 storeys;
  • a mix of office, retail, commercial and residential uses;
  • approximately three acres of privately-owned, publicly accessible open space and
  • a maximum of 4,200 residential units.

The proposal includes six development phases that will be built over the next 25 years. Further details regarding the development proposal can be found under the Development Proposal Documents sub-tab under the Project Documents tab visible on the right of this webpage (click 'see more').

Both landowners are required to enter into a development agreement for their proposals. These development agreements will be brought to Council for decision, along with the proposed planning policies, land use regulations and built form regulations for the Young Street Lands FGN. Once brought to Council, a public hearing will be scheduled for this proposal where the public will have another opportunity to provide their feedback.
